Yesterday, the European Commission partially activated the Registry to centralise carbon allowance accounts currently held under individual national registries. Representatives of the International Civil Aviation Organisation (ICAO) have confirmed that despite the implementation of the EU Emissions Trading Scheme for aircraft operators flying into, out of and intra EU Member States, they will continue to progress plans for a international cap and trade scheme for carbon emissions from aviation.
