LRQA COP 16 Blog, Day five – Debate about future of Kyoto Protocol

The fifth day of week one of Cancun saw in-depth debate on the future of the Kyoto Protocol. In order to reach any kind of conclusion at the end of next week, one would have hoped that all of the parties had started from the same point. Wasn’t that the point of the various preparatory meetings in Bonn and Tianjin? But alas this does not seem to be the case.
Japan has their sights set on a new protocol encompassing a single legally binding instrument, the EU appears more willing to commit to a second commitment period under the Kyoto Protocol, whilst Singapore and many of the other small island states seek a legally binding agreement that is complimentary to the Kyoto Protocol.
Unfortunately, there also remains disagreement on which group such discussions should be lead by, the COP Presidency, the Ad Hoc Working Group on Long-Term Cooperative Action (AWG LCA) or the Ad Hoc Working Group on further Commitment Periods for Annex 1 Parties under the Kyoto Protocol (AWG KP), and whether the form of such an agreement can be agreed before the substance or vice versa.
On the many other specific items discussed throughout the day, such as Land Use, Land Use Change and Forestry (LULUCF) and the inclusion of Carbon Capture and Storage (CCS) within the CDM there was no concrete progress.
On the up-side it is fair to say that parties are in agreement on one thing – the need for a legally binding agreement. As the Ministers of the Parties start to converge on Cancun for week 2 of the discussions, whether agreement will be reached on the form and route to such an agreement or the agreement itself I hope will become clear in the coming days.
