IMO making progress on addressing emissions

There may have been more progress at the International Maritime Organisation (IMO) environment committee meeting on greenhouse gas (GHG) emissions regulation for shipping than it first appears, but the big obstacle holding back more decisive advances are Kyoto Protocol equity principles.
The 60th meeting of the UN maritime agency’s Marine Environment Protection Committee (MEPC) last week agreed in principle to impose mandatory fuel efficiency standards on international shipping to cut greenhouse carbon emissions. But it stopped short of finalising the standards after concluding more work was still to be done on the technical detail of the measures. Discussion of market based-instruments, like emissions trading, was referred to an expert group for further assessment and recommendations by the next meeting.
