This UK Cabinet Office guidance document written by the department of Energy and Climate Change is intended to assist organisations in the public, private and voluntary sectors in planning for and managing the consequences of a disruption to fuel supplies. The guidance is generic in nature and suggests factors which should be considered when preparing Business Continuity Management (BCM) plans rather than acting as a plan in itself.
Most if not all businesses depend on fuel to some extent and does not primarily affect supply chains, for example, this may extend to enabling the workforce to get to work, even provide heat and power to offices and facilities.
Any major disruption impacting upon the supply of fuel, if not managed effectively, may lead to panic buying which may accelerate the demand and deplete supply, and ultimately compromise local and national critical infrastructure elements.
The attached document outlines a range of measures proposed by the UK Government and the downstream oil industry in a situation of fuel shortage. However these are only enacted upon if Government and industry were unable to resolve the disruption without the use of emergency powers.
Therefore organisations cannot rely upon the above as no fuel priority allocation for non-critical civil infrastructure based organisations is provided. It is therefore prudent for them to have their own BCM plans to manage their critical operations impacted by a fuel disruption. The attached document can provide guidance to organisations and businesses when establishing an effective fuel crisis BCM response.
