This podcast is a discussion of predictions for the EU Emissions Trading Scheme’s third phase, currently scheduled to start after 2012. The panel session occurred at the ENDS Report Emissions Trading Conference on 30 January 2007. The discussion was facilitated by Dr Bill Kyte OBE, Advisor, Sustainable Development, E.ON, and panellists included:

  • Stephan Singer, Head of European Climate and Energy Policy Unit, WWF
  • Iain Morrow, EU ETS Long Term Strategy, Department of Trade & Industry
  • Martina Priebe, Manager EU ETS, IETA

The topics of the discussion were:

  • Shape of Phase III: what is going to be the scope of the scheme? Clarifying discussions between member states and the Commission regarding revised legislation for post 2012.
  • New Sectors - Aviation, Transport and Gases: who is going to be included? What impact will their inclusion have on allowances? Will they be net buyers or net sellers? How will you have to adjust your strategy to adapt to new inclusions?
  • Trends in Allocations for Phase III: what are the options for how NAPs III might be set?
  • Benchmarking Versus Auctioning: will these mechanisms continue? What alternatives are likely to be in place?
  • Timing of Phases: debating the benefits and disadvantages of longer phases; how will this affect investment decisions?
  • Kyoto: prospects for post 2012 negotiations. What are the implications for the EU ETS? Will there be a successor to the Kyoto protocol?

Following the discussion of these topics, the panellists and James Wilde, chairman of the conference and head of strategy at The Carbon Trust, addressed topics brought up by the audience.
