EU Commission Announces Historic Emissions data for Aviation on which Allocations will be Determined

On Monday the Commission announced the total historic emissions for the Aviation sector, on which the number of allocations for that sector within the EUETS will be based. The average emissions determined over the baseline period of 2004-2006 have been determined to be 219 476 343 tonnes of CO2. This average is within the range generally expected by the market place and should present no surprises. Based on this average, 97% of the historic aviation emissions and therefore the number of aviation allowances to be created in 2012 will equal 212,892,052 tonnes, and 95% of the historic aviation emissions and therefore the number of aviation allowances to be created each year from 2013 – 2020 amounts to 208,502,525 tonnes. By the end of September the Commission will publish the percentage of allowances to be auctioned, those to be given for free, and those to be allocated to the special reserve. Based on information submitted by the Member States, the European Commission will calculate how many free allowances individual aircraft operators will receive. This benchmark decision will also be published by the end of September. It is this figure that aircraft operators now await.
