Aircraft operators will be brought into the EUETS as of 2010.  As progress continues with the European Commission and the European Parliament in the agreement of the Monitoring and Reporting Requirements (MRG) to be placed on aircraft operators within the scheme, the dates for implementation are looming.

The directive sets out basic requirements for aircraft operators.

Technical reports on baseline Tonne-Kilometer (TKM) data and annual emissions data have been drafted for the Commission, to advise them on issues requiring clarification within the MRG . Furthermore application formats have been drafted for applying for a TKM Monitoring Plan, an Annual Emissions Monitoring Plan and for TKM and Annual Emissions Reports.  However, until such time as a draft MRG is issued many operators are unclear of the requirements.

In summary, the key milestones are these:

1 February 2009 The European Commission will issue a list of operators and the EU Member State with which they must register.
June 2009 The MRG will be adopted and available.
31 August 2009 Operators must submit their applications for TKM Monitoring Plans and Annual Emissions Monitoring Plans to their designated Member State.
2010 The first monitoring period for which operators must monitor their TKM and annual emissions data.
31 March 2011 Operators must submit verified TKM data and verified annual emissions data to their designated Member State.
30 December 2011 Member States must calculate and publish the total allowances to be issued to operators free of charge.
28 February 2012 Operators to be issued with their allocated allowances for 2012.
30 April 2013 Operators must surrender allowances to the equivalent of their verified annual emissions in calendar year 2012.

    The association of aircraft operators in the EU ETS was recently created to help air transport companies to submit the monitoring plan for the reporting of tonne-kilometre data and the monitoring plan for the reporting of annual emissions. This new association (www.airets.org) will open its offices in Brussels in March 2009.

    The objectives of the Association are:

    · helping our members to comply with the EU ETS regulations;
    · helping our members to improve their fuel and GHG performance;
    · helping our members to become familiar with IT, financial, fiscal and legal requirements and with the process of allocation and auctioning;
    · helping our members to trade efficiently;
    · helping our members to use futures, options, swaps and structured products to limit exposure to price movements in the carbon market;
    · creating expert groups in the different fields of the EU ETS;
    · centralising and sharing knowledge and best practices;
    · serving as a platform for communication with the EU Commission;
    · serving as a platform for communication with National Authorities, National GHG Registers and Eurocontrol;
    · serving as a platform for information exchange with research institutes
    · defending common interests in respect of the authorities and other parties;
    · creating joint purchasing advantages;
    · developing financial and other instruments; and
    · facilitating mutual cooperation such as pooling.

    Membership in the Association is open to all aircraft operators.
