With effect from 2010 the aviation industry will be brought in to the European Union Emissions Trading Scheme (EU ETS).Each aircraft operator will be administered by one Member State only (the state where an operating licence was issued OR the state in which the aircraft operator’s emissions in the base year are most attributable).

·         From 2011 emissions are proposed to be subject to a cap and aircraft operators will be required to surrender allowances to cover their emissions.

·         Flights between airports in the Community are proposed to be included from 1/1/2011.

·         Flights arriving at or departing from airports in the Community are proposed to be included from 1/1/2012.

 

As part of the new rules aircraft operators will be required to:

·         Apply for allowances by submitting to their administering Member State verified tonne-kilometre data for 2008 (using distance × payload).

·         Monitor their emissions of CO2 and report them to their competent authority by 31st March each year (using fuel consumption × emission factor).

·         Have their annual reports verified by an accredited verifier.

·         Surrender the correct number of allowances by 30th April each

There are a number of documents to help with the transition into EUETS.

The Guidelines – are what that aircraft operators must comply with under the EUETS from 1/1/10 (mandatory resource for operators in the scheme)

The TKM M Plan Application template – is the template that each aircraft operator must submit by 31/8/09 to enable them to obtain an approved monitoring plan against which they must monitor their TKM data in accordance with the scheme requirements from 1/1/10  and therefore apply for free allowances under the scheme (mandatory template to use if the operator wishes to apply for free allowances otherwise will have to purchase all allowances at auction)

The Annual Emissions M Plan template – is the template that each aircraft operator must submit by 31/8/09 to enable them to obtain an approved monitoring plan against which they must monitor their annual emissions in accordance with the scheme requirements from 1/1/10 (mandatory template for all operators)

The Annual emissions report template is the template that all operators must have verified and submit prior to 31/3/11 to report their data from 2010 and every year thereafter

The TKM report template is the template that all operators must have verified and submit prior to 31/3/11 to report their data from 2010
